As the number of cars increases, more money has to be spent on road systems. Some people think the government should pay for this. Others, however, think that drivers should cover the costs. Discuss both views and give your opinion.

Incrementing use of personal four wheelers has ensued a fierce debate, with a suggestion of improving the road system surfacing; however, who should bear the cost: policy makers or motorists, is still undecided and needs critical analysis. In the upcoming paragraphs, I will discuss both the aspects and share a well-reasoned viewpoint.

To start with, those thinking relevant authorities should don the mantle assert that people are paying a hefty amount of money in terms of taxes, and they expect that it should be utilized in sectors where the need arises, and road infrastructure is one of them. Similarly,  they are also contributing to maintenance and expansion of expressways:  road tolls.  Moreover, it is a mixed: state and central subject;  the lawmakers have the responsibility to provide and maintain the bridges, highways, and so on, ensuring the safety of users. 

On the other hand, many believe that those plying their vehicles  should bear this burden by paying the cost of services; they are the primary road users and contributors to traffic snarls and damage to roads, like potholes, congestions, and so forth. Hence, the theory of “who contributes more should pay more” is completely aligned with this arrangement. To corroborate, Spain is the only country in the world, where roads are managed by the vehicle owners since their inception and construction, resulting in no traffic on roads; preference being given to mass commute. 

To conclude, I believe a balanced approach is the best resort where the state and users should share the responsibility, helping maintain an up-to-date infrastructure, precipitating a decline in the number of mishaps and traffic jams. This would help derive a more prudent use from motorists and other road users.
