Why governments 

  • They enjoy the jurisdiction over the land and  have been vested with powers to make laws and create a framework to persuade (with help of punitive measures) or coax (encouragement) people into following eco-friendly policies. 

  • They have the resources - both money and manpower to handle task of such a greater  multitude. 

  • Environment is not confined to a limited area, so it is the regime that can ensure prevent exacerbation the condition

  • They also have a clear view of the impending catastrophes due to being in possession of expert resources. 

  • They have been allocated  the  responsibility of creating a sound living condition for the populace 

   Or citizens? Why (not what they are doing)

  • It is them who are actually creating a mess and if they act responsibly, the evil will be nipped in its bud. It is their requirements that is setting the whole system of creating pollution into movement 

  • If inhabitants fail to comply nothing will be effective 

  • They are a basic unit of society and if they come together, they can push the state to establish policies. 

  • History has been a witness that when individuals take initiative, others follow the precedents:  

Should it be the lawmakers taking the ownership in mitigating environmental deterioration, or should citizens also play their part in this endeavor, is a matter that needs to be profoundly evaluated.

Contemporary times are facing the biggest jeopardy, the planet losing its vitality, making it imperative to take steps to halt the deterioration. Thus, experts spar over who has a greater role to play in this undertaking, while some put the onus of policymakers, others feel the populace cannot escape this responsibility.  

The state enjoys the jurisdiction to create and enforce eco-friendly policies and regulations at large. These laws can have a significant impact on industries, resource management, and conservation efforts, for the statutes are backed by abundant resources such as monetary, expertise and manpower, to assure desirable outcomes. On top of that, strict deployment of stipulations can make everyone fall in line since no one, a business or a private citizen would like to be handed down a penalty or punishment, persuading everyone to follow the designed norms.  

Nevertheless, some commentators think that the citizens  can help create a better and sustainable environment around their neighborhood, since if they take the onus, the evil can be nipped in its bud. To corroborate, embracing eco-friendly practices, such as recycling, and reducing energy consumption, at household level, can go a long way in surmounting the impending ecological catastrophe. Moreover, they can also influence political priorities and agendas. For instance, in 2000, consumer forums of the EU prevailed upon their regime to bring in laws to prescribe use of such chemicals to color fabrics and clothing, that harmed the planet, and the latter were forced to create such policies, helping protect water bodies where the residue was discharged after producing coloring material. . 

Overall,  the mantle of protecting the environment should be donned by both parties. Effective environmental protection stipulates a balance between government policies, regulations, and individual actions; a collaborative approach is essential to address the complex environmental challenges.
