I strongly believe that exploitation as well as protection of the planet is the primary responsibility of locals and policymakers; However, ,visitors should be advised to comply by environmental rules.
To begin with, environmental protection requires long-term planning, strict regulations, and proper infrastructure. Tourists usually stay in a destination for only a short period of time ,so they cannot manage complex issues such as waste disposal systems, water conservation, or wildlife protection. These matters require government policies and financial investment. Without proper facilities like recycling bins, or sewage treatment plants, even responsible tourists may unintentionally cause environmental harm.
In addition, businesses engaged in this sector earn significant profits from visitors, and thus, they should take greater responsibility. Hotels, airlines, and tour operators can adopt eco-friendly measures such as reducing plastic use, conserving energy, and limiting visitor numbers in fragile areas. Since those organizations operate for a longer period and have more resources, they are in a stronger position to protect the environment than individual travelers. Moreover, placing too many responsibilities on tourists may discourage them from traveling, which could negatively affect local economies that depend on tourism income. A balanced approach, where authorities set clear rules and regulations, and companies follow sustainable practices, would be more effective.
In conclusion, although tourists should act responsibly, they should not be held mainly accountable for environmental protection. Governments and entities involved in facilitating leisure travelers entering a region for tourism should take the leading role in ensuring sustainable development.
